Costa Rica Rental Car Laws

Need Help, St. John, Turks & Caicos, PR, Greece, Tobago, Cabo, DR, Hawaii or something similar…..?
I am looking for an anniversary vacation for my husband and I for our 9 years in March. We are both outdoorsy, I love the tropical lush scenery and beautiful beaches, he likes a bit of everything and likes to site see. I am one for great food, but not so much on exotic ethenic cuisine. I am looking for something we can use our flight miles for and there is plenty available, but some limits. We are want something easy accessible and within a reasonable budget. Two years ago we went to Costa Rica, not my best experience between the regulations of their laws on car rentals and the distance between everything, it made it difficult to see much. I don’t want another mishap like that one. I have been to Cancun, not a huge fan, Bahamas on the other hand is awesome, however I did stay at Paradise Island Resort. Portugal was one of our adventurous trips, we landed and went from there, without reservations, we lucked out.
Please Help!
My recommendations is the Hawaiian islands:
Honolulu: Pearl Harbor …. You can go there on your own by public bus rather than a tour. You are still in the US so you can get a rental car and drive there and then drive to the other side of the island to deserted beaches and beautiful scenery.
Honolulu: Polynesian Cultural Center ……. If you want to do an all day tour then go to the Polynesian Cultural Center. Its set up like a village where Hawaiian culture is explained by demonstrations and participation. The center is run by the Morman church and so there are no alcoholic beverages served there. Another good Luau is the Paradise Cove Luau; we did this one on our last trip. http://www.paradisecovehawaii.com/.
Maui: My favorite thing to do on Maui is the downhill bike ride on Haleakala. Its a 35 mile downhill bike ride and its fabulous. Web link :http://www.mauidownhill.com/ . The “road to Hana” is another worthwhile excursion but you’ll need a car. It take about 4 hrs to drive the road to Hana and about 3 to drive back. It’s a very scenic drive (if its not having showers).
The Kaanapoli Beach in Maui is the pretties beach on the island. Here’s a web link for you: http://www.mauionline.com/ . Remember all of the beaches in Hawaii are open to the public so you can go sit on the beach anywhere.
Hawaii, the big island: the main attraction on the big island of Hawaii is Volcanoes National Park. http://www.nps.gov/havo/ You’ll need a tour or a car to do the park. Another nice attraction on the big island is Akaka Falls State Park.
Kauia: I have been to the fern grotto and Wiamia Canyon Park on this island and I think the Wiamia Canyon park trip is the best. Its much more scenic than the fern grotto trip. You’ll need a car or a tour to do either of these.
So Hawaii offers several islands to visit and/or stay on and a variety of activities from sightseeing to the downhill bike ride (highly recommended, did it twice). The Luau’s are unique to Hawaii and you can eat some authentic food or not. You can use air miles to get there and some airlines even have vacation packages for air miles. I have been there 5 times and loved it every time.
